The Court reiterates that the term “restrictions” in Article 11 § 2 must be interpreted as including measures taken before or during the public assembly, such as banning the event, blocking access to the venue, dispersing the gathering or arresting participants, and those such as punitive measures, taken after the meeting (see Bączkowski and Others v. Poland, no. 1543/06, §§ 66-68, 3 May 2007, and Oya Ataman v. Turkey, no. 74552/01, §§ 7 and 30, ECHR 2006-XIII).
