The Government submitted that the applicant had not complied with the statutory time-limit for notifying public events and had not therefore received an official approval for that event. The applicant had however decided to hold the event and had been prosecuted for an administrative offence. Both the refusal to approve the event and the subsequent administrative offence proceedings had been lawful.
