As declared by the Government, the Public Assemblies Act, including its requirement of prior notification, concerns the protection of public order and public safety to avoid any harm to the health and “morals” of other citizens; the need to secure protection of other people’s rights and freedoms, inter alia, by way of putting in place adequate measures for preventing breaches of public order and public safety and measures of legal responsibility for such breaches.
