According to the domestic definition, a static demonstration (a “picket”) was a form of public expression of opinion that did not involve movement or the use of loudspeaker equipment, where one or more citizens with placards, posters and other means of visual expression assembled near the target object of the picketing. A common feature of the applicants’ demonstrations was that they chose to express their views and opinions by displaying posters containing slogans or other visual representations. It also appears that at least one of the applicants expressed himself verbally on the NOVIKOVA AND OTHERS v. RUSSIA JUDGMENT 33 topic of the event. Furthermore, all the events were intended to be and actually were peaceful. There was no violence and no obstruction of traffic.
