It has considered whether there was an interference with his right to peaceful assembly within the meaning of Article 11 (Art. 11) of the Convention. However, the Commission finds that there is no need to resolve this problem. The parties agree that the applicant's punishment for not having obtained an authorisation in respect of his activities at the Schottentorpassage constituted an interference with his right to freedom of expression under Article 10 para. 1 (Art. 10-1).
