As to whether the applicants’ right to freedom of assembly has been interfered with, the Court recalls that measures taken by the authorities during a rally, such as dispersal of the rally or the arrest of participants and penalties imposed for having taken part in a rally, amount to an interference (see Kasparov and Others, cited above, § 84, with further references). The Court therefore considers that the termination of the demonstration, the applicants’ arrest at the venue of the event and conviction for administrative offences constituted interference with their right to freedom of peaceful assembly.ASAINOV AND SIBIRYAK v.
