Those measures undoubtedly have a chilling effect, which ALISOY AND OTHERS v. AZERBAIJAN JUDGMENT 5 deters other opposition supporters and the public at large from attending demonstrations, and, more generally, from participating in open political debate (see Huseynli and Others, cited above, § 99).
