Under Articles 10 and 11 of the Convention, they allege that binding over powers are so vague that they cannot be "laws" within the meaning of the Convention, and that the notion of "contra bonos mores" is so wide that a person who has given an undertaking to be of good behaviour - under pain of imprisonment if he refuses to make the undertaking - cannot be expected to know how to regulate his conduct.
