89_30 interference 30. The Court notes at the outset that there is no dispute as to the existence of an interference in the applicant’s right of assembly. This interference had a legal basis, namely section 22 of Law no. 2911 on assemblies and marches, and was thus “prescribed by law” within the meaning of Article 11 § 2 of the Convention. There remains the question whether the interference pursued a legitimate aim and was necessary in a democratic society.
