12_93 substantive_scope 93. The Commission considers that the right to freedom of peaceful assembly is secured to everyone who organises or participates in a peaceful demonstration. The notion of "peaceful assembly" does not, however, cover a demonstration where the organisers and participants have violent intentions which result in public disorder (cf. No. 8440/78, Dec. 16.7.80, D.R. 21 p. 138).
