Article 11, prrrgraph l, of the Conventlon :Freedom of peaceful assembly includes processions .It is a freedom capable of being exercised by those who intend to organise a peaceful assembly, and cannot be lost by virtue of the mere fact that a third party plans a violent counter-demonstration .
