3_92 substantive_scope 92. The Comntission accepts that the freedom of peaceful assembly covers not only static meetings, but also public processions . It is moreover a freedom capable of being exercised not only by the individual participants of such denionstration, but also by those organising it . including a corporate body such as the applicant association . Under Article I1 (1) of the Convention, the right to freedom of peacefu l assembly is secured to everyone who has the intention of organising a peaceful demonstration . In the Commission's opinion the possibility of violent counter- demonstrations, or the possibility of extremists with violent intentions, not members of the organising association, joining the demonstration cannot as such take away that right .
